docstrings - are we following PEP257 [1] or is there another
standard/convention guide?
430 - "Multi-line docstrings consist of a summary line just like a one-line
docstring, followed by a blank line, followed by a more elaborate
description."
1073 - "Insert a blank line before and after all docstrings (one-line or
multi-line) that document a class"
