The 4.8 mentioned in the description is Qt, not PyQt, and PyQt is always
one minor version ahead of Qt. So Pt 4.8 == PyQt 4.9, hence why PyQt
4.8.4 is recommended on the wiki.

Bug description:
  Webkit video does not work.Windows 7.

   It appears that it was broken in 4.8.

  Maybe we should downgrade, as this is stopping replace live
  background.
