No, if it was as you say it, wouldn't be a bug.
I mean what I said, the service was created on a PC without a CCLI number in the settings.
When it is then loaded on a computer with a CCLI number in the settings, the CCLI number is not displayed unless the song is edited first.

Bug description:
  When I open an osz made on another computer, the CCLI license in the
  settings isn't show in the song until after I "edit" each song.

  Windows 8 Pro x64, OpenLP 2.0
