If we are going to change the title, I would go with 'Configure Plugins'

In other projects,  "Manage Plugins" typically included the option to
install/configure/delete the plugins.

  Plugin list is more than just a list - you can enable or disable them.
  I suggest "Manage Plugins" or just "Plugins"
