Public bug reported:

Remove the option to have a service level theme and just have global and
item.

It is confusing what the difference there is with global.

It is a hand over from 1,x where the theme was stored in the service
file.  It is not now.

It is now possible to override and set themes for individual service
items which is new in 2.x.
