Hello Sergio,
I agree, the original amount simply contains the invoice total, not the amount to pay. The same behaviour for residual amount: it always consider the total.
A good improvement could be adding to voucher lines a column with the right 'amount to pay', computed excluding the withholding tax

  l10n_it_withholding_tax total debit amount

Bug description:
  In the voucher form it shows a credit of the supplier for the total
  amount (121€ and after the above payment of 97,04€) which is not true,
  because is the sum of the credit of the supplier and the tax
  authorities.
