[Bug 852163] [NEW] Dragging an effect to a splitted clip.

1) Ubuntu 11.04
2) Trunk
3) 1.4.0~Beta1

Steps to reproduce:
1) Start OpenShot.
2) Import a file.
3) Drag a clip onto the timeline.
3) Split the clip (slice).
4) Drag an effect from the "Effects" tab onto one of the sliced clips.
5) Note that the effect was applied to all of the sliced clips.

What should happen:
The effect should only be applied to the clip the effect was dragged onto.
