  Added a "transition length" Preference to a new "Timings" tab

Bug description:
  After reading "" (http://openshotusers.com/forum/viewtopic.php?f=24&t=1377) I decided that that was exactly what I also wanted so I decided to write a patch for it.
  This patch adds a tab called "Timings". On the tab there is currently one optin which is the transition length (float).

  The patch is not complete yet as it is not translated.
  The added strings are translatable but I wanted to update the catalogue file (Openshot.pot) but somehow that ended everytime in an error.
