openshot-doc is not a dependency of OpenShot, it is a 'recommends' in
the OpenShot package. So OpenShot should still install without it.

You can see the package details here:

http://packages.ubuntu.com/precise/openshot

So I don't know why you are having a problem installing it.

You could try the OpenShot PPA, maybe that will work on your system

  At least here on my system with German locale OpenShot couldn't find
  openshot-doc, although its a dependency and OpenShot can't get
  installed without installing openshot-doc, too. I installed it from
  the official repository using Synaptic.

  - /usr/share/gnome/help/openshot/de/openshot.xml is present
  - /usr/share/omf/openshot/openshot-de.omf is present
