[Bug 1291175] [NEW] Exporting with a Progressive Profile make a partially interlaced video

Hi all,

Here are the steps to reproduce this bug.
First, in Openshot, create a new Video Profile from "DV/DVD Widescreen NTSC" Profile, by adding the option "Progressive".
Let's call it "Progressive Widescreen NTSC", and make it .

Then import 2 media files : an MP4 video file (H.264/AAC), AND an AAC audio file.
For the AAC file, simply demux the audio track from the MP4 video with :
MP4Box -raw 2 video.mp4
and you will have your AAC audio file.

Important point : the video file is already in Progressive Mode, and I
don't want to loose this criteria.

Put the auudio file on Track1, and the video file on Track2, both of
them starting from the beginning of the Timeline.

Export with the following options :
- Profile: all formats
- Target: MP4 (h.264)
- Video Profile: Progressive Widescreen NTSC --> to remain with a progressive mode
- Quality: medium

BUG: the export file is interlaced...

To go further :
Go to 10th second in Timeline, and split all the clips (Track 1 and 2)
Then export again with the same options.
This time, only the first 10th seconds of the exported video will be interlaced.
After, video become with a progressive mode.
