[Bug 441108] [NEW] obects(videos, transitions) on tracks - need "magnetic" like behavior

3) Version of OpenShot (displayed in the terminal when you run OpenShot)

While moving objects (videos, transitions) on track, when having 2 objects it's hard to let them start exactly the same time, or to let them start one after another one.
I would welcome "magnetic" like feature that I know for example from window managers that 2 windows are placed next to each other as if they were magnetic => to separate you need to drag mouse longer, to place they kinda jump, when they're near to each other.

Moreover I would welcome this feature to have multitrack support =>
video could be magnetic to video on another track.

As there are also cases that you want to prevent such a behavior would
be cool to have it simple to turn on/off.
