I have looked into this issue a lot.  I seem to be exporting the effect
values in the ~/.openshot/Westley.xml file correctly.  I think this might be
a bug with MLT and locale settings.  I will forward this to the MLT team.

Bug description:
In the past I know that there were more issues with the ¨locale¨ settings.
At this moment (with version 0.9.54) there are problems with the shifting of the picture to the bottom due to the ¨comma¨ and ¨period¨ in the ¨Rotation¨ effect.
But I think there are more effects that have a problem with this locale settings.
Wave: works only with a Start or End value higher then 1,00
Burning TV: it gives only a black picture with different settings for Foreground and Threshold
Charcoal: for X and Y scatter the effect is the same for values between 0,00 and 1,00  , the effect gets bigger with values higher then 1,01 (but stays the same between 1,01 and 2)
I just tested these 3 effects but there will be more I guess.
Probably if you can fix the problem with the ¨locale¨ setting that all the effects will work like they should.
