Not only do I not know which version of MLT I'm running, I don't even
know what MLT means :-P

I am running Ubuntu 9.10 32bit

Openshot 1.0.0 installed from the official PPA.

Hopefully that helps.

Bug description:
To reproduce:

1.  Put a video on a track

2.  Right click -> Layout -> 1/4 size Top Left

3.  Play to confirm it works

4.  Right click -> Properties -> Speed tab -> Change speed to anything but normal

5.  Click Play, everything should now be distorted
