I have researched this a bit, and I think I might know what is
happening.  Try and left click on the file first... so it is selected in
the tree.  Then right click on the selected item.  See if that makes the
"Convert to Image Sequence" drop-down appears.  Thanks.

Bug description:
The menu item "Convert to image sequence" mentioned in the manual is missing from the right-click menu in the Project Files area, at least on my system (OpenShot 1.0 from PPA).
