Hello,
I'm on Ubuntu 9.04 and using OpenShot 1.1. I have the same problem, and the install of the unstripped version of libavformat didn't solve it.

libmp3lame0 version 3.98
libavformat-unstripped-52 version "3:0.svn20090303-1ubuntu2+unstripped1"

** Description changed:

  When selecting certain export options in version 1.1, I'm not allowed to
  export because libmp3lame is not installed, but Synaptic lists the
  package libmp3lame0 as installed. I have successfully exported under
  this options (avi (mp4), ntsc dv, high quality) in version 1.0. Thanks
