Thanks for your quick response Andy.  It turned out to be a setting in, I think it was Hue that affected all playback videos.  Once I discovered this and reset to the default everything worked fine.  The reason I had originally thought it was an encoding issue was the playback was affected in both the Ubuntu default player and VLC Player.
