There is a frei0r.defish0r effect  which I think can do this. But it was
only added to frei0r in April 2010, so the repository version in 10.04
wouldn't have this effect.

Bug description:
A user of the French Ubuntu-fr have asked if we could implement the effect Fisheye  for having this beautfiful effect (i must said tht yes) in a future version of Openshot.
