Great suggestion!  I have made this change and committed it to the
trunk.  It will be included in the next version of OpenShot. It gives
the user yet another way to get an accurate cut.

Bug description:
I think the expected behavior for the razor tool when the snapping mode is on is to cut exactly on the playhead frame if clicked closed enough to it. Right now exact razoring requires zooming, thus taking more time than it could.
