The only shortcut for display the help is F1 and i have not implanted the shortcut Ctrl + H. So it is normal that you have nothing to do. 
After, it could be a problem of version if it is an old version installed after a update. what is the number of the openshot-doc ? 
Could you launch Openshot in a console and put us the result ? Thanks.

About the forum/community.
What is the official web page do you speak ? the blog (http://www.openshotvideo.com/) or the new official website (http://www.openshot.org/) ? 
There is  in the blog and in the offiicial website but it is a little bit hit here : http://www.openshot.org/support/

  documentation doesn't open from menu, openshot-doc installed

Status in OpenShot Video Editor:
  New

Bug description:
  Kubuntu 10.10, Openshot installed from Ubuntu repositories
Also openshot-doc is installed

However when I run openshot and press Ctrl+H for Help, I get a popup telling me:

Unable to open the Help Contents. Please ensure the openshot-doc package is installed.
[OK]
