It is the first who is installed. I am not sure that your package (openshot-doc) is good. You should first try to remove it and reinstall it. And if it is always the same thing, try to change of repository. I don' t see another solution to your problem.

  documentation doesn't open from menu, openshot-doc installed

Status in OpenShot Video Editor:
  New

Bug description:
  Kubuntu 10.10, Openshot installed from Ubuntu repositories
Also openshot-doc is installed

However when I run openshot and press Ctrl+H for Help, I get a popup telling me:

Unable to open the Help Contents. Please ensure the openshot-doc package is installed.
[OK]
