Perhaps the error should give a hint about how to fix this (common)

Title:
  openshot does not find libx264 and libmp3lame

Status in “openshot” package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: openshot

  When exporting the video file, if I select the "YouTube-HD" target
  with any quality, a popup window appears:

  "The following formats/codecs are missing from your system:
  libx264
  libmp3lame
  You will not be able to use the selected export profile. You will need to install the missing formats/codecs or choose a different export profile."

  However, both libraries are installed:

  $ apt-cache policy libx264-98 libmp3lame0 | grep -B1 Installed
  libmp3lame0:
    Installed: 3.98.4-0ubuntu1

  libx264-98:
