  Dragging mouse on ruler (i.e. scrubbing) is choppy

Status in OpenShot Video Editor:
  Fix Released

Bug description:
  Dragging the mouse on ruler does not smoothly seek the video, but
  instead creates very choppy video.  Dragging the playhead works fine,
  but when not clicking on the playhead, it can be very choppy.
