You are using a old version of Openshot. The following was the 1.2.2 and the actual is the 1.3.0.

Title:
  Image durations do not match preview/timeline.

Status in OpenShot Video Editor:
  New

Bug description:
  Lining up a number of png images with various durations (mostly around
  2 seconds each, some shorter, some longer), all on the same track.
  Intent is that one will come immediately after another, with no
  transition effect. The preview shows them as I want them, lasting for
  the same amount of time as I set in the timeline. But on export to
  (apparently any) video format, the durations change. With theora and
  DVD, the length of each image is shorter. With MP4/Youtube, the length
  is longer. The new length does seem at least slightly proportional to
  the length in the timeline/preview.

  1.1.3 on Ubuntu 10.04, installed with apt-get.

  EDIT: With further testing, this seems to be related to quality. The
  lower the quality, the shorter each image's duration. Medium seems to
  work about right, at least for MP4.
