I don't think so. 
Why ? Because I am using the 1.3.1 (who is a maintenance version) and MLT 0.7.0. So,  It is difficult for me to reproduce the same thing but I will try soon as I have the time.

  Resize tool shuts down/crashes openshot

Status in OpenShot Video Editor:

Bug description:
  Ubuntu 11.04 with gnome. Tried also with unity.
  Installed Openshot from ubuntu software center
  Openshot version 1.3.0

  When i try to resize a video from beginning with resize tool, Openshot
  totally shuts down.
