Many times I want to create effects that surround a specific area inside
the video. For example to illuminate the area round a person or head. So
an idea is to have a free hand select tool that you can use like the
free select tool in gimp to select an area inside a video and then apply
effects inwards, outwards or a border effect around the selected area,
for example light coming around the area (As in a person, comic cartoon,
etc..)
