Looks like there is strong momentum around granting openstack-common its
own full-fledged PTL. There are a few rules changes needed to support
that, which I rolled into a proper proposal at:

http://wiki.openstack.org/Governance/Proposed/OpenStackCommonException

Sorry for pushing so many proposals those days, but since this affects
the TC initial composition and upcoming elections, we need to nail that
down ASAP.

Ccing Mark since he would be, I think, the interim PTL until the
elections next month. Please include him in any response.
