Qpid and RabbitMQ implement different versions of AMQP.  That is why
there have to be separate drivers, depending on which broker you are
using.  If the Qpid broker was running, but nova was configured to use
impl_kombu, I would not expect it to work.  Once nova was configured to
use the right driver for this setup (impl_qpid), it worked, so I don't
think there are any bugs here.
