So this says that you didn't get DHCP response for your DHCP request
and hence your VM didn't get any ip address assigned.

I think as a next step of debugging, you need to check whether your
DHCP request packet is reaching to the DHCP or not? Dump the packets
at the networking node and check if you get any DHCP request packet.
If you are using openvswitch plugin with VLAN then make sure that your
switch ports are trunked and it allows traffic from all vlans.
