[Bug 832344] [NEW] Ubuntu orchestra client cats a file in postinst and does not really update the server ip address for logging

Ubuntu orchestra client cats a config into
/etc/rsyslog/99-orchestra.conf to update the rsyslog server address, by
testing if the file exists. Since the file always exists it never
changes the server address.
