[Bug 285251] [NEW] Docs texts for patches

Public bug reported:

Main docs page on site referring to base manual at MySQL, and then overview of patches/features.
Then pages for each patch documenting what they do, any config params, commands, output examples.
Most of the info is already "out there" but not that easy to find.

If you want to pick this up, you can simply start by adding the patch
docs texts into a branch, in the same dir as the patch itself. We can
then copy those texts onto the site and keep it all in sync and up-to
date.
