Mmm that's a tricky one.

For start, I agree that is better from the organizational point of view,
to have some clear indication that the bug is waiting for some external
approval (it is better than use tags), but IMHO seems irrelevant for
upstream feedback: if you're waiting for the upstream team it does no
matter if is about design or not: you're waiting, period.
