[o] I reduce the definition of papercut to not include reports where the affected package is "Linux".This is because these reports are *difficult* to be improved, triaged or fixed for non experts; and doing any of this phases wrong will have *worse consequences* that what is normal* <https://wiki.ubuntu.com/Bugs/Upstream/kernel>, making the bug fix process much longer.
