Have a look at the "remaining actions" page, and you will see this
item:
[o] I reduce the definition of papercut to not include reports
where the affected package is "Linux".
This is because these reports are difficult to be improved, triaged
or fixed for non experts; and doing any of this phases wrong will
have worse consequences that what is normal*, making the bug fix
process much longer.

It is a critical flaw reported about two years ago. Upstreams says
it is fixed, but I'm not sure why Ubuntu's team has still not
patched it.
It is something that a Papercut Ninja cannot fix, since it can
compromise the core.
Is it too far fetched for the scope of the project?
