[Bug 673607] [NEW] Config dependency uses plugin folder name

When you setup a dependency for another plugin in the config file, you
need to enter the dependency as the folder name for the plugin as
opposed to the name of the plugin.

This causes problems when you don't give the plugin folder an easily
identifiable name because when the dependency is not met (on the plugins
admin page) it shows the name of the missing plugin as the folder name
instead of the name of the plugin. This could be confusing for trying to
figure out what plugin you actually need since the plugin folder name
may not give you enough details as to the actual name of the missing
plugin.
