If you go to the plugins admin page, and then start using the TAB key to
move thru items on the page, when the focus gets to one of the show/hide
bars, it does not make any noticeable change to let you know that you
are on it.

When you hover over the show/hide bar, it changes color and then when
you move the mouse away from it, the color changes back. This same color
change should take effect when it receives the focus using tab key, and
when the color should change back when it blurs.

I believe this is a css issue and has something to do with the 'hover'
class, but am not exactly sure how to fix it.
