This was a problem with previous version of Beta, on installation it
assigned wrong roles to wrong menu items on installation. Just set the
roles correctly in access control. On fresh installs this is fixed
though.

  Fix Released

Bug description:
  I manually created a new user with username demo and password demo and
  gave it group=registered and role=registered.

  When I login with this user, they have access to System Settings,
  Plugin Admin and Config screens.
