I am using v3rc1 ... but you are saying it has to do with the actual
initial install being beta?

So I could just wipe out the database and re-install if want, correct?

Bug description:
  I manually created a new user with username demo and password demo and
  gave it group=registered and role=registered.

  When I login with this user, they have access to System Settings,
  Plugin Admin and Config screens.
