[Bug 887477] [NEW] Reinstalling menu's looses all previous menu edits

Public bug reported:

When re-installing a plugin or re-installing the menu's all previous
menu customisations are lost. For example, if you've changed the menu
description, menu parent or menu theme, all is lost after the menu re-
install. Instead of re-installing the complete menu the plugin manager
should only add new menu's and leave the existing menu's as is. This
issue is relevant to all version of PHPDevShell.

OS: Ubuntu 10.04 LTS
