[Bug 1108714] [NEW] Confirm email with existing address

Public bug reported:

When token-based subscription setting have "confirm email address", the user must click on a first link which leads to the page "register-account", then wait for a second email with a link to the same page.
If for some reason the user doesn't receive the second email, he's stuck, since the account is created but not usable, and he cannot have the second email resent.

I think when a user tries to re-register an account in state "awaiting
confirmation", he should be presented the possibility to have the second
email resent.
