Binary package hint: libnet-mac-vendor-perl

Please sync libnet-mac-vendor-perl/1.18-2 from Debian unstable (main).

There is one Ubuntu-specific change in the current version:
  * t/fetch_out.t tries to retrieve a file from IEEE.org, this cause FTBFS in
    Ubuntu; add 10-disable_fetch_out_test.dpatch to fix this.

This is now also fixed in the Debian package, so the changes can be dropped:
  * New patch "network-tests.patch":
    Do not fail tests if not connected to network (Closes: #534045).
