Binary package hint: libfile-mimeinfo-perl

The most recent xdg-utils got a new recommends libfile-mimeinfo-perl, as
it now has a better method of identifying file types and allowing more
flexible configuration (see http://bugs.debian.org/609630 for details).
I think we should keep the recommends in Ubuntu and promote it to main.

The package satisfies all the main inclusion requirements; it is a very
low-maintenance package, in reasonable shape in Debian (the only
"Severity: important" bug report is unreproducible), and has no bug
reports in Ubuntu. Pure perl, and very small.
