[Bug 1000254] [NEW] [MIR] libmodule-implementation-perl, libtest-taint-perl

Public bug reported:

The latest autosyncs from Debian introduced a new libparams-validate-
perl package version which now pulls in two more dependencies:

o libmodule-implementation-perl: libmodule-implementation-perl
   [Reverse-Build-Depends: libparams-validate-perl (MAIN)]

 o libtest-taint-perl: libtest-taint-perl
   [Reverse-Build-Depends: libmodule-implementation-perl]

libtest-taint-perl seems entirely harmless: Very small, pure Perl, no
Debian bugs, and only needed for test suites.

libmodule-implementation-perl also has no Debian bugs, very small, and
seems harmless to have in main.

** Affects: libmodule-implementation-perl (Ubuntu)
