[Bug 1159319] [NEW] FFe: Sync libnet-twitter-perl 4.00004-1 (universe) from Debian unstable (main)

Public bug reported:

Please sync libnet-twitter-perl 4.00004-1 (universe) from Debian
unstable (main)

Explanation of FeatureFreeze exception:
The new version adds support for the new Twitter API, and this is an RC change, as Twitter is turning off their old API soon, which would render this package unusable. A fuller explanation is available in the Debian bug [1].
