http://packages.qa.debian.org/libm/libmailtools-
perl/news/20130525T034906Z.html introduced a dependency on libnet-smtp-
ssl-perl due to http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=643841.
Since libmailtools-perl is in main (due to e.g. lintian), this needs an
MIR in order to promote libnet-smtp-ssl-perl to main or decide that the
dependency is inappropriate.

Please process this quickly, since Ubuntu desktop images are unbuildable
until this is handled one way or the other.
