[Bug 1760023] [NEW] Edit Screenshot Feature Broken

Public bug reported:

When you right-click a screenshot, that you've captured with shutter,
the "edit" menu is grayed-out.

This is an important feature for me, because it allows me to quickly
draw arrows onto my screenshots (to emphasize the portion to which I
want my recipient to focus on).
