[Bug 2083236] Re: Net::IP->intip return undef for IP 0.0.0.0 instead of 0

* Team upload.
* Add patch to let Net::IP deal with zero IPs or networks based.
(LP: #2083236)
* Refresh spelling.patch (offset).
* Declare compliance with Debian Policy 4.7.0.
* Set Rules-Requires-Root: no.
