Status in Physical Quantities for Python: Fix Committed

Bug description:
when I first looked at a sphinx page I was a bit confused where to go as a new user; I just wasn't really sure how to use the site. Perhaps the frontpage include some directions for new users. For example: "if you are new to quantities and want to get up to speed quickly try the <link>quickstart guide</link>; if you want more in depth information look at the <link>documentation contents</link>". I don't think it's super clear that it's the contents to everything about Quantities, it sounds like an API doc or something.
