Hello Jerry,

I am not sure how what has the effects you describe, but the style of
qpdfview's user interface elements like widgets and tool bars is defined
by the Qt toolkit and your system setup includes the Qt's QGtkStyle than
it should pick up GNOME's resp. Ubuntu's settings as well. (The default
setup should do so.)

The icons are also taken from the current icon theme according to the
FreeDesktop.org specification. Again, if they are not pickup correctly,
then it sounds like a problem with the Qt integration. (You can set the
icon theme manually as a stop gap measure. How is described in manual
page.)

Have you tried using other Qt-based programs? Do they have the same
appearance differences as qpdfview? If so, Gtk-Qt integration problems
are probably the cause. (Is Ubuntu 13.10 finished already? Maybe they
just didn't finish up the Gtk-Qt integration yet?)
