Hello acronysx,

yes, this was implemented only for scrolling via mouse wheel and page
up/down. I extended the code path to include the move up/down keys as
well in the current trunk revision. You can either build from source or
use the dailydebs or qpdfview-bzr packages in AUR and OBS if you want to
give this a try.
