Actually, I think Recommends: qt-assistant-compat should be OK.
Basically, libqtassistantclient allows a Qt program to launch an
external help viewer.  qt-assistant-compat actually provides the
external help viewer executable.

If qt-assistant-compat is not installed, then qtiplot will be able to
run but no help viewer will be available.
